Open Google Family Link
Select the child whose Android device you are setting up.

Open Chrome controls
Go to Controls → Google Chrome and Web → Manage sites → Blocked sites.

Add both blocked domains
Add them as domains, not individual website addresses, so their subdomains are covered.

Close the other routes
In Family Link, block the YouTube and YouTube Kids apps, require approval for new apps, and block any other browsers.
Do not block youtube-nocookie.com. PuddleStone uses that privacy-enhanced domain to play only the videos you approve.
